  1. Log in to Google Merchant Center.
  2. Click on the Settings icon in the top right corner.

4. You will then see a page with Users and Email contact
5. Select Add User and add your partners email address.

7. When the User Access menu shows up, select Admin.
8. Click on Add User to send a notification to your partner to access the account.
